Can a project use the app and pages directories at the same time?

"Yes, for incremental migration" is correct. Both routers can run side by side, so you can migrate one route at a time. Navigating between the two routers causes a full page load. The tempting "Yes, and pages silently wins when routes conflict" is wrong: defining the same path in both directories causes a build error.
